Biden Announces Additional $700 Million in Security Assistance for Ukraine

Attributed to Pentagon Deputy Assistant to the Secretary of Defense (Media) Todd Breasseale:

(Washington, D.C.) Today, June 1, the Department of Defense (DoD) announced the authorization of a Presidential Drawdown of security assistance valued at up to $700 million, tailored to meet critical Ukrainian needs for today’s fight. This authorization is the eleventh drawdown of equipment from DoD inventories for Ukraine since August 2021.

Capabilities in this package include:

  • High Mobility Artillery Rocket Systems and ammunition;
  • Five counter-artillery radars;
  • Two air surveillance radars;
  • 1,000 Javelins and 50 Command Launch Units;
  • 6,000 anti-armor weapons;
  • 15,000 155mm artillery rounds;
  • Four Mi-17 helicopters;
  • 15 tactical vehicles;
  • Spare parts and equipment.

The United States has now committed approximately $5.3 billion in security assistance to Ukraine since the beginning of the Biden Administration, including approximately $4.6 billion since the beginning of Russia’s unprovoked invasion on February 24. Since 2014, the United States has committed more than $7.3 billion in security assistance to Ukraine.

The United States also continues to work with its Allies and partners to identify and provide Ukraine with capabilities to meet its evolving battlefield requirements.

Black El Paso Survey

In preparation for our Inaugural State of Black El Paso Address taking place December 2022, The Black Roundtable will host a series of discussions focusing on actualizing solutions to issues faced within the Black community. The Black Roundtable of El Paso, Texas (TBR) is a Black American community discussion series whose primary purpose is to bring awareness about the issues that affect Black/Black multi-racial men, women, children and families, in El Paso County, Texas and throughout the nation.

The first series: It Starts at Home, will provide a brief overview from Black community leaders who will focus on:

    • Everything from health and wellness and financial empowerment to personal, civic, and socio-political issues.
    • Education and Trades
    • Financial literacy/empowerment/active wealth building
    • Personal development
    • Business startup growth and development
    • Parenting/marriage/relationships
    • Home and consumer economics
    • Civic/social/political
    • Anti-racism
    • City/State/ and Federal Law Enforcement accountability
    • Black diaspora
    • Artistic Creators

FBI El Paso Warns Public of an Increase of Kidnapping/Virtual Kidnapping Extortion Crimes in the Borderland

The FBI El Paso Field Office continues to see an increase in crimes involving kidnapping/virtual kidnapping extortion over the past year. FBI El Paso wants to bring this very serious matter to the public’s attention so they can be aware of signs associated with these crimes so they don’t fall victim and can notify the FBI.

“These types of cases are tragic,” said Special Agent in Charge Jeffrey R. Downey. “It’s not the amount of money involved; it’s the fact innocent victims are tricked into believing their loved ones are in danger and the horror and helplessness they feel as they scramble to secure what they think is their release.”

Kidnapping extortion crimes exploit victims through threat and/or actual harm (physical or emotional), arrest, legal action, or other demands in an attempt to force the victim into handing over money. These threats are aimed at the victim’s person or property or to their family and friends. Virtual kidnapping for ransom and traditional kidnappings have increased in the region and are some of the most common extortion crimes investigated by FBI El Paso.

Recently, the FBI has seen a shift of the extortion calls being directed towards undocumented immigrants who have paid human smugglers to bring them across the U.S.-MX border. The victims and their family members from their country of origin then become involved in a very frightening extortion scheme for more money. Many of these victims don’t report the incident because of fears they will be deported due to their immigration status. FBI El Paso wants to stress the focus of the investigation is not on a person’s immigration status, but instead the extortion crime.

Anyone can fall victim to extortion. Various techniques are used to instill a sense of fear, panic, and urgency to rush the victim into making a very hasty decision. The perpetrators will often go to great lengths to engage victims in ongoing conversations to prevent them from being able to take a breath and verify their stories. Victims are made to believe they are being watched and were personally targeted. Victims are led to believe contacting law enforcement will result in physical harm or execution of their threats.

Virtual kidnappings happen when a victim is told, over the phone, his or her family member has been kidnapped. Then, through deception and threats, criminals coerce victims to pay a ransom. The criminals also threaten harm to the alleged kidnapped family member if they call law enforcement. No one is physically kidnapped in these schemes, but they are often traumatic for everyone involved. On average, the family sends thousands of dollars to the scammers before contacting law enforcement.

FBI El Paso has seen an increase of incidents where extortionists call random rooms at U.S. hotels near the border and tell guests their hotel is surrounded by armed enforcers. The criminals convince the guests to take pictures of themselves in “tied-up” positions, to leave their hotel, check into another U.S. hotel, or drive across the border to a Mexico-based hotel. The extortionist then convinces the victim to video-call them and take a screenshot. The criminals will then send the photo to the victim’s family, convince them that their loved one is kidnapped, and coerce them to pay a ransom.

To avoid becoming a victim of these kidnapping extortion calls, look for the following possible indicators:

  • Calls are usually made from an outside or non-U.S. area code.
  • May involve multiple, successive phone calls.
  • Calls do not come from the kidnapped victim’s phone.
  • Callers go to great lengths to keep you on the phone.
  • Callers prevent you from calling or locating the “kidnapped” victim.
  • Ransom money is only accepted via wire transfer, cryptocurrency, or Peer 2 Peer payment apps.

If you receive a phone call from someone who demands payment of a ransom for a kidnapped victim, the following should be considered:

  • Stay Calm.
  • Try to slow the situation down.
  • Avoid sharing information about you or your family during the call.
  • Request to speak to the victim directly. Ask, “How do I know my loved one is okay?”
  • Request the kidnapped victim call back from his/her cell phone.
  • Listen carefully to the voice of the kidnapped victim if they speak and ask questions only they would know.
  • If they don’t let you speak to the victim, ask them to describe the victim or describe the vehicle they drive, if applicable.
  • While staying on the line with alleged kidnappers, try to call the alleged kidnap victim from another phone or attempt to physically locate the victim.
  • Attempt to text or contact the victim via social media.
  • To buy time, repeat the caller’s request and tell them you are writing down the demand, or tell the caller you need time to get things moving.
  • Don’t directly challenge or argue with the caller. Keep your voice low and steady.
  • If you are a victim at a hotel, hang up, call the front desk immediately and verify what is being told to you.

We welcome Ailehs Tony to BEP Voice as our resident “Reel Talk” host. Ailehs is a retired combat Veteran who says, “I still strive to serve the Veteran community by not only volunteering in the community, but also providing one on one peer support, coordinating peer support groups, and assisting with community resources.

For self-care, one of things I enjoy doing is going to the movies or watching new TV shows. There is just something about getting lost in the show you are watching, and it’s a nice break from reality.”

There are a billion stories to be told and not everyone is presented with the opportunity to share their story. MOCHA Enterprises is providing an outlet for the demographic that is rarely represented.

One truth remains: Erasing racism will continue to be one of the issues we challenge everyone to do. Make it plain.
